There were apologies from Councillors Clarke and Gill, County Councillor Arash Fatemian and District Councillor Andrew McHugh.
Open Forum:  Matters arising included dangerous parking at the Primary School and the reporting by the PC of a Code of Conduct Complaint.
Reports from County and District Councillors: DC McHugh had circulated a report prior to the meeting which was noted.  DC Heath asked the PC for an update on the anti-social behaviour on Adderbury Fields.
Planning:  No observations had been made by the PC in respect of the following applications:

The PC noted that the proposed footpath on land north of the Bowls Club on Banbury Road did not connect to any existing footpath.  The matter was deferred until a meeting had been held with the County Council.
Parish Council Matters:  Co-option:  Mrs Sheila August was co-opted onto the PC.
Environment Committee:  The minutes were noted and the recommendations approved from the recent meeting.
Local Council Award Scheme:  It was agreed that the PC would register with the National Association of Local Councils the PC’s intention to achieve the Local Council Award Scheme.
GDPR:  It was noted that this comes into force on 25 May and it was agreed to approve the Document Retention Policy.
Governance Issues – Parish Council Strategic Plan 2018-2021:  The Plan was approved and once the Plan had been finalised a progress report would be submitted to the PC on an annual basis and reviewed after three years.
PC Surgery:  Matters raised had included the potholes in Manor Road and the efficiency of the traffic lights at Christopher Rawlins School.  It was noted that these are currently being upgraded.
Health and Safety:  There were no issues at the Lucy Plackett play area, The Rise or The Lakes.
WFAC:  The Minutes and report of the Trustees meeting were noted and Ball Colegrave was given permission to use the Milton Road land as part of their charity event on 18 July 2018 for vehicles to exit the site, subject to the company having the necessary insurance and that any damage would be rectified.
Village Matters
Neighbourhood Plan:  A progress report was noted.
Annual Parish Meeting 2018:  This would be held on 11th April at 7.30 pm in the Methodist Hall and Carol MacKay, the CC Emergency Planning Officer would be speaking at the meeting.
FOCAL:  Since the last PC meeting a sponsored walk by seven Adderbury Scouts had raised £800 and a Family Quiz, £30.  The new programme is on A FOCAL Facebook page is now on-line and it is hoped that this will generate more members and raise awareness of events.  The address is:
Silent Soldier:  A ‘Silent Soldier’ would be purchased and a suitable location would be identified.
Traffic Calming:  £1000 expenditure was approved for eight data collection traffic surveys in the village.
School fete:  It was agreed that St Mary’s Church and Christopher Rawlins Primary School could use the playing field for their fete on 9th June 2018.
