Meetings – During February 2021, there was one meeting of the Parish Council held on Zoom on 23 February 2021.  There was a meeting of the Environment Committee on 26 January 2021 and the next meeting is scheduled for Tuesday 23 March 2021 at 7.30pm on Zoom.

Copies of agendas and minutes are available on the PC web site.
Environment/Highways/Footpaths – The County Council approved the works to the chicanes on Milton Road and Berry Hill Road on 21 January 2021 and also the double yellow lines on the junction of The Rise and the A4260.  Work was planned to start around the end of March 2021/beginning of April 2021.

At the same time, the western arm of the Horn Hill Road/Milton Road junction would be closed.  Large planters were required to block the road and if anyone could assist the Parish Council with sourcing these, please contact the Clerk.

Drivers are reminded not to park their vehicles on the green in The Rise, as it is an amenity area not a designated parking area.  Parking on the green damages the grass, kerb stones and obstructs the grass cutting contractor from being able to maintain the grass.  Parents/carers attending the Primary School are also requested not to park dangerously at the junction of The Rise and Banbury Road.

Issues relating to the maintenance of highways, footpaths and street lighting should be reported by residents to

Snow Wardens – If any residents would like to support the village and become a Snow Warden to clear and grit footpaths during the winter, please contact the Clerk to the Parish Council.  Thanks are passed to Councillor Laura Walker for all her work on this project.

‘Paint Means Poo’ – This project would be starting shortly and volunteers would be spraying dog poo left on the ground to highlight the issue in the village.  If anyone is concerned about dog mess in the village and would like to be involved, please contact the Clerk.    Thanks are passed to Councillor Ian Bailey for all his work on this project.

Walls – The wall which had collapsed on Horn Hill Road, was being monitored by Cherwell District Council.  Graham Kite would be carrying out maintenance works to Parish Council owned walls at the Lakes, the Cemetery and the allotments.

Adderbury Lakes – The Lakes Management Committee had agreed to re-open the Lakes, but only mid-week.

The Parish Council/Working for Adderbury Community project for Sports and community facilities on Milton Road – An application had been submitted to Cherwell District Council with plans to change the position and reduce the size of the building on the Milton Road site.  This reduction was due to the lack of grant funding which was now available due to the Covid-19 pandemic. All the key features of the building still remain.

Milton Road Land – The Parish Council confirmed its decision that members of the public should not be accessing the Parish Council’s land on Milton Road (site of the community building and sports pitches), due to the health and safety risks of contractors being on site.  Taking photographs of the infiltration basin will also be at your own risk.   There is no public access over the land and there is also no reason to cut the fencing in the north-west corner onto the adjoining land because this is privately owned land.  Therefore, for your own safety, please do not access any of this land.

Community Governance Review (CGR) – Cherwell District Council (CDC) confirmed the recommendations of the Working Group, at its meeting 22 February 2021 and agreed that there would be no changes to Adderbury Parish Council.  It would therefore not be divided and the village would not be split, as per the request for the CGR.  The Parish Council is very pleased with the outcome and it is the best result for the whole community.

Noticeboards – Maintenance work would be carried out to the three wooden Parish Council owned noticeboards in the village.

Adderbury Library – A new Secretary was required and work was continuing behind the scenes to ensure everything was in place for when it could re-open.   The laptop raffle had raised £400.00

Planning – The Parish Council would be objecting to an application for a dwelling in Henge Close and also to two dwellings in The Leys.

An application for outline planning application 19/00963/OUT at OS Parcel 9100, land north of Berry Hill Road, Adderbury for up to 40 dwellings with associated landscaping, open space and vehicular access off Berry Hill Road had been refused by Cherwell District Council. The developer has now appealed this decision and it will be considered by the Planning Inspectorate.  All comments previously submitted to Cherwell District Council will be forwarded to the Planning Inspectorate, however if residents would like to make any additional comments, please use the Planning Inspectorate’s online appeals service.

You can find the service through the Appeals area of the Appeals Casework Portal – see
The appeal reference is APP/C3105/W/20/3255419.

A date for the hearing has not yet been set and the Parish Council will update residents in due course.
